The new draft will come as a result of one or more of the following 3 things happening:

New breakouts of virus attacks and the supposed need for people to work under direct government control to “support the needs of the nation”/

An internal civil war and the need to have more people under government control for the direct purpose of suppressing the civil war.

Direct and Immediate need for people to work on supporting the military actions of a new global world war 3

UNLIKE PRIOR DRAFTS OF WORLD WAR 1 AND WORLD WAR 2 AND THE KOREAN WAR AND THE VIETNAM WAR THINGS HAVE CHANGED RADICALLY AND THEREFORE THE NEEDS OF A “DRAFT” HAVE CHANGED AS WELL.

Yes there will be a basic draft for 18 to 26 year old male and female soldiers to be trained for various tasks requiring strength and agility. (there is a debate in Washington dc of the viability of transgender people serving in the military and this exact item is still under discussion to be decided as things move along.

But to quote the words of some people in the field it goes like this:

We have a battlefield that has grown increasingly technological and complex, it's likely that the U.S. government would move aggressively to leverage American industry and ingenuity to answer a true crisis in national security, said Dr. Jason Dempsey, an adjunct senior fellow of the Military, Veterans, and Society Program at the Center for a New American Security.

"The early movers and the most valuable people in a future war aren't going to be conscripted, per se, but they're going to sell their companies and their services to the government," Dempsey told Military.com in an interview.

"A bunch of conscripts standing around in uniform doesn't help with cyberattacks," Dempsey said. "It's not going to be the government enlisting unskilled labor. It's going to be a government takeover in banking security and cyber companies." However, these industries don't function like steel mills, and globalization is a game-changer. Dempsey questions whether the nation would find the political will to initiate such a takeover today, and how technology companies, many of which do big business with America's global competitors, might react to being ordered to change tasking priorities and cooperate with the federal government for the sake of national defense.

THIS CREATES THE SITUATION THAT THE GOVERNMENT (HENCE THE TAX PAYERS) HAVE TO PAY MORE FOR THE ADVANCED SKILL SETS NEEDED IN ABUNDANCE IN A MODERN WAR BECAUSE THE USA MILITARY FAILED TO ADVANCE QUICKLY IN THE TOPICS OF MODERN TECHNOLOGICAL INTRODUCTION TO KEEP PACE WITH INDUSTRY. INSTEAD WE HAVE THE MILITARY INDUSTRIAL COMPLEX OF THE USA CREATING BOONDOGGLES LIKE THE F35 PROGRAM WHICH ARE ALREADY FAULTED AND BEHIND THE TIMES EVEN AS THEY ROLL OFF THE ASSEMBLY LINE. AND BECAUSE THERE IS NOT THE AGILITY OF THE COMMERCIAL WORLD THE USA MILITARY IS FALLING BEHIND FASTER AND FASTER AS COMPARED TO OTHER NATIONS WHO IN FACT WORK HAND IN HAND WITH SMALL BUSINESSES AND INNOVATORS TO CREATE NEW PRODUCTS FOR NEEDS IN RECORD TIME.

Since the Defense Production Act of 1950 and all the Presidential orders related to similar topics have NO upper or lower age limits but are directly and only related to specific needed urgently needed skills. This means that the old spit and polish of the military will no longer apply because the tatooed and blue hair computer and security types will simply shut down the military and walk out because the ones trying to impose on their view of life is in their way. So the government will have to change its behavior with the very highly skilled work force because in fact there is zero time to train conscripts the complexities of highly needed technical skills which take years to acquire

Yes there will be conscripted labor at all levels

Yes there will be riots over this topic

Yes it will be bloody.
