WEATHER WEAPON BREAKTHROUGH IN RUSSIA PROMPTS WORRIES ABOUT WAR CRIME CHARGES

An intriguing Security Council (SC) report circulating in the Kremlin today reveals that a heated battle has broken out between Chairwoman of the Council of Federation Valentina Matviyenko and Defense Minister Sergei Shoigu over a terrifying new environmental modification device (ENMOD) developed by Rostec—and that Defense Minister Shoigu wants under strict Ministry of Defense (MoD) control as Rostec’s use of this ENMOD device against both Berlin and Paris these past few months, he believes, could very well constitute a war crime as this new device can, also, be characterized as a weapon.  [Note: Some words and/or phrases appearing in quotes in this report are English language approximations of Russian words/phrases having no exact counterpart.]

 

 

According to this report, Rostec is a state corporation based in Moscow established in late 2007 to promote development, production and export of hi-tech industrial products for civil and defense sectors and employees over 450,000 people—and who has just introduced a new ENMOD device so powerful it is able to induce a massive rain front in 30 minutes—and that they, also, proved the power of by using it to extinguish a number of massive fires burning out of control in Siberia in late July.

Though the exact scientific-technical “details/specifications” of Rostec’s new ENMOD device remain highly classified under MoD orders, this report does note that it is a “quantum enabled” atmosphere released cartridge having in it a silver iodide-containing substance and was first tested in the Moscow region on 29 May—and that caused the most powerful and deadliest storm to hit Moscow in 150 years resulting in the toppling of hundreds of trees, massive flooding, and the deaths of 16 citizens.

One of Rostec’s intended uses for their newly developed ENMOD device, this report continues, was to aid airline pilots (both commercial and military) encountering “consequential” weather systems—and that their testing of Defense Minster Shoigu warns may have constituted a war crime under the United Nations 1977 international convention titled “Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques”.

The reasons stated by Defense Minister Shoigu for his asserting that Rostec may have committed a war crimes violation of this UN convention, this report explains, is that with their full knowledge of how powerful this ENMOD device was, as demonstrated by its effects over Moscow on 29 May, Rostec’s scientists, nevertheless, approved its experimental use in two Aeroflot (also a state run corporation) commercial flights—the first being an Aeroflot flight to Berlin Schönefeld Airport (Berlin, Germany) on 29 June, and the second being an Aeroflot flight to Charles de Gaulle Airport (Paris, France) on 9 July.

And exactly what had occurred over Moscow when this ENMOD device was released on 29 May, this report details, when it was released over Berlin, on 29 June, it caused the heaviest rain in a century to pummel that city—and that, also, occurred in Paris when the release of this ENMOD device, on 9 July, caused the highest ever recorded amount of rain to hit that city in its entire recorded history.

The only other tests of this ENMOD device, this report notes, were between 18-21 July when the Security Council authorized them to be deployed by Rostec against the massive wildfires scorching Siberia—after which Rostec announced that it planned to begin mass production of a “correspondingENMOD device in the fourth quarter of 2017.

Chairwoman Matviyenko in countering Defense Minster Shoigu’s assertion that Rostec’s new ENMOD device should be placed under MoD control, this report says, notes that Russia is not a signatory to the 1977 “Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques”—as Communist China is neither, and whose Beijing Weather Modification Office employees nearly 40,000 to develop ENMOD devices too.

 

 

Chairwoman Matviyenko, also, this report continues, pointed out to the Security Council that even though the United States is a signatory to this UN convention, it continues to not abide by its rules—and as evidenced by the scientific reporting of Andrei Areshev, Deputy Director of the Strategic Culture Foundation, who, in 2010, warned that the United States may be using climate-change weapons to alter the temperatures and crop yields of Russia and other Central Asian countries.

This report concludes with all Security Council members agreeing to refer this ENMOD matter to the Research Institute of Applied Chemistry, Federal Aerial Forest Protection Service (Avialesookhrana) and the Federal Service for Hydrometeorology and Environmental Monitoring (Rosgidromet) for further “study and consideration”—but just knowing that such a fearsome new weapon now exists in the world should give everyone pause.
